Government says Homeless not paying their fair share

The new Liberal Socialist Democrat administration along with the outgoing 'spend like there's no tomorrow' Compassionate Conservative Party has created a new entrepreneur in America. Although very sucessful, the Government is looking for a way to tax this new class of people.
